AN ORDINANCE TO AMEND CHAPTER 12 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 12-4 THEREOF <br />PERTAINING TO GRANTS APPROPRIATIONS. <br /> <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That Section 12-4 of the Code of the City of Portsmouth, Virginia (1988) <br />be amended and reordained to read as follows: <br /> <br />Sec. 12.4. Lapse of appropriations. <br /> <br /> Appropriations, to the extent they shall not have been expended or lawfully <br />encumbered, shall lapse at the end of the period for which they were made. Grant <br />appropriations made as a result of the operating budget shall lapse upon termination of <br />the grant period, which shall include any extensions granted subsequent to the date of <br />appropriation. <br /> <br />2.
