and adversary alike, for his unquestioned integrity, his remarkable sense of humor, and his <br />thoughtful approach to the problems of public policy; and <br /> <br />WHEREAS he always remained proud of his beloved Portsmouth roots, and he remained active <br />as a vital force in the life of Portsmouth until the time of his death; and <br /> <br />WHEREAS, his manifold contributions to the Commonwealth, in the General Assembly, in the <br />Congress, and in leadership positions in Virginia's institutions of higher education, should be <br />long remembered and well appreciated by the people of Virginia; now, therefore, be it <br /> <br />RESOLVED by the City Council of Portsmouth, Virginia that the City hereby mourns the loss <br />of one of the more accomplished, influential, and admired Virginians of the past century, <br />William B. Spong, Jr.; and. be it <br /> <br />RESOLVED FURTHER, That the City Clerk prepare a copy of this resolution for presentation <br />to the family of William B.
