Jill Cave EXHIBIT A UP-98-01
500 Broad Street
Portsmouth, VA. 23707

January 6, 1998

Portsmouth Planning Commission
Crawford Street
Portsmouth, Va. 23707

Dear Commissioners:

I am requesting a use permit to allow me to operate a bed and breakfast (B&B) from my
home. I have reviewed the city ordinance for a B&B and meet all the requirements. I
will have 3 guest rooms sharing a common bathroom and will only serve breakfast to the
guests. Guests will be welcome in the parlor, family room, dining room, kitchen and the
garden house.

The B&B will be owned and operated by myself. I anticipate the majority of my business
will come from tourists, military contractors and family members of service personnel
receiving treatment in Portsmouth Naval Hospital. I intend to provide a welcoming
alternative to "hotel living" and will provide advice on local areas of interest, local
dining experiences and shopping.

The only interior change planned is to add an additional bathroom on the third floor. No
changes will made to the exterior of the house to accommodate the B&B.

The Port Norfolk Civic League is in full support of the planned B&B and is the group
that requested the change to city ordinances to allow B&B in the Port Norfolk area.

Sincerely,
