EXHIBIT B

UP-98-15

Planning Commissioners
City of Portsmouth
City Hall
Portsmouth, Va.

Pfeiffer's Ltd.
606 High Street
Portsmouth, Va. 23704
September 18, 1998

Dear Sirs,

I have been requested to give a narrative of how I picture the use of 610 High Street. We
are applying for a use permit in order to expand our existing Cafe. As the PRI-IA
Commissioners stated when they awarded us 610, for the best use, this is our only
direction to expand.

This building is a one story square cinder block building with a front of brick. No one
seems to know just what this building was in the past. Some believe it was part of a
larger building that was tom down. As it sits right now, it faces the PRHA Courtyard and
is bounded by my building 606 High, 612, 614 High which has just been awarded for
development and the PRHA parking lot. Inside, it is an empty shell.

Looking at my diagram enclosed, you will see there is a way to enter 610 from 606 using
an inside route as well as two external doors giving ample traffic flow. We am looking to
fill the gap left by the Max, for private parties, special occasions, as well as lunch and
dinner. Our Cafe has already out grown the space at 606. We have hired the Chef from
the Town Point Club of Norfolk and expect to increase even more. Also our goal is to
bring people back downtown in the evenings. The Blunt-Hunter study, commissioned by
the City, shows that Portsmouth's niche in regional marketing is in the evening and
weekends. Therefore we plan to use 606 & 610 to capture that market with an upscale
restaurant.

Help us to achieve that goal. If you have any further questions please call on us.

Sincerely,

Arden H. Pfeiffer, President
