<br />R-98-7 <br /> <br />~--..... <br /> <br />RESqI,UTIqN ,,,SUPPORTI,NG THE VIR~INIAIlEPARTMENT OF TRANSPORTATION'S <br />PROJECT 'F"OR ~E CONSTRUCTION OF PINNER'S," POINT INTERCHANGE IN THE <br />CITY OF PORTSMOUTH, VIRGINIA, APpROVING THE PROPOSED LOCATION AND <br />DESIGN FEATURES OF THE INTERCHANGE, REQUESTING THE COMMONWEALTH OF <br />VIRGINIA DEPARTMENT OF TRANSPORTATION TO ACQUIRE ALL NECESSARY <br />RIGHT-OF-WAY, AND AUTHORIZING THE EXECUTION OF ALL NECESSARY <br />UTILITY AGREEMENTS. <br /> <br />WHEREAS, the Virginia Department of Transportation (VDOT) is <br />proceeding with the Pinner's Point Interchange and the City of <br />Portsmouth is supporting the implementation of this improvement" <br />with the City's urban allocations; and, <br /> <br />WHEREAS, a Design Public Hearing was held for the purpose of <br />presenting plans to and receiving comments from the public; and, <br /> <br />WHEREAS, representatives from the City of Portsmouth were <br />present and participated in said hearing; and, <br /> <br />WHEREAS, the City of Portsmouth and VDOT agree that the <br />amount of tolls and location of the toll facilities cannot be <br />finalized until the Commonwealth Transportation Board decides <br />whether to accept the Public-Private Partnership proposal for the <br />Pinner's Point Interchange, Midtown Tunnel, and Martin Luther King <br />Freeway Extension projects, and that further presentations by VDOT <br />and actions by City Council will be required on these issues. <br /> <br />NOW, THEREFORE BE IT RESOLVED, that the Council of the <br />City of Portsmouth, Virginia, supports the Virginia Department of <br />Transportation's project for the improvement of the Pinner's Point <br />Interchange between the Western Freeway, the Midtown Tunnel, and <br />the Martin Luther King Freeway, a distance of approximately 1.5 <br />miles in length and designated as Project No. 0164-124-FOl, <br />PE-I0l, RW-201, C-501; and, <br /> <br />BE IT FURTHER RESOLVED, that the Council of the City of <br />Portsmouth, Virginia, hereby approves the major design features of <br />the Pinner's Point Interchange as identified at the public hearing <br />on January 6, 1997 with the minor design changes as a result <br />thereof, and: <br /> <br />BE IT FURTHER RESOLVED, that the City "of Portsmouth requests <br />the Virginia Department of Transportation to acquire all rights- <br />of-way necessary for the project in the name of the Commonwealth <br />of Virginia at the appropriate time, and; <br /> <br />/';----------" <br />
