AN ORDINANCE TO AMEND CHAPTER 40 OF TIlE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 40-178(a) AND <br />(b) THEREOF PERTAINING TO THE APPOINTMENT OF ALTERNATE <br />MEMBERS TO COMMISSIONS OF ARCHITECTURAL REVIEW. <br /> <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1 That Sections 40-178(a) and (b) of the Code of the City of Portsmouth, <br />Virginia, be amended and reordained to read as follows: <br /> <br />Sec. 40-178. Historic district commission; establishment and membership. <br /> <br /> Two (2) commissions of architectural review are hereby created and established. <br />One (1) commission shall be known as the commission of Architecural Review for Olde <br />Towne, Cradock and Truxton. The other commission shall be known as the Commission <br />of Architectural Review for Port Norfolk and Park View. <br /> <br /> (a) The commission of architectural review for Olde Towne, Cradock and Truxton <br /> shall consist of seven (7) members. They shall be appointed by the city <br /> council for terms of office of three (3) years from the date of appointment. Of <br /> the members appointed,.one (1) of the members of the commission shall be <br /> appointed from at least two (2) nominees made by the Cradock Area Civic <br /> Coalition and from at least two (2) nominees made by the Cradock Property <br /> Owners' Association, one (1) shall be appointed from at least three (3) <br /> nominees made by the Old Truxtun Community League and one (1) shall be <br /> appointed from at least three (3) nominees made by the Olde Towne Civic <br /> League. The four (4) remaining members shall be chosen to provide <br /> professional expertise, such as architects, attorneys, real estate agents or <br /> historians. The city council may appoint three alternate members to the <br /> commission. The terms of the alternates shall be for three years. If a quorum <br /> of the regular members is lacking at the onset of a meeting, the chairman of <br /> the commission shall call upon such alternate member(s) to serve at the <br /> meeting as shall be required to create a quorum. <br /> <br /> (b) The commission of architectural review for Port Norfolk and Park View shall <br /> consist of seven (7) members. They shall be appointed by the city council for <br /> terms of office of three (3) years from the date of appointment. Of the <br /> members appointed, one (1) of the members of the commission shall be <br /> appointed from at least three (3) nominees made by the Port Norfolk Civic <br /> League and one (1) shall be appointed from at least three (3) nominees made <br /> by the Park View Civic League. The five (5) remaining members shall be <br /> chosen to provide professional expertise, such as architects, attorneys, real <br /> estate agents or historians. The city council may appoint three alternate <br /> members to the commission. The terms of the alternates shall be for three <br /> years.
