(b) The appropriations for debt service shall be made available as same may <br />become due. <br /> <br /> (c) The City Manager is hereby authorized at any time during the fiscal year to <br />effect any consolidation of offices or to make other changes he may deem to be in the <br />interest of the City, provided there is no increase in expense. <br /> <br /> 3. That the Deputy City Manager for Finance is hereby authorized to transfer <br />funds for the purpose of equalization, from any fund in one authorized bank to the same <br />fund in another bank, provided the transfer check is countersigned by the City Treasurer <br />or other designated official. <br /> <br /> 4. That the Deputy City Manager for Finance is hereby authorized to transfer <br />funds, as a temporary loan, from one fund of the City to any other fund of the City, <br />provided the transfer check is countersigned by the City Treasurer or other designated <br />official. <br /> <br /> 5. That to the extent that any monies in the accounts of the School Board derived <br />from sources other than the Commonwealth of Virginia are unexpended at the end of the <br />fiscal year 1999-2000, and thus become available for use the next fiscal year, the City's <br />share of the appropriation made for education and scholarships for the next ensuing year <br />shall be decreased by a like amount. <br /> <br />6.
