2. That a group housing use permit to construct 28 single-family detached, 26 duplex, 12 triplex, and 30 apartment residential units in the 900-1200 blocks of South Street is hereby granted to the applicant, Portsmouth Redevelopment and Housing Authority, subject to the following terms and conditions: (a) The applicant shall construct 96 residential units, consisting of 28 single- family detached, 26 duplex, 12 triplex, and 30 apartment units in accordance with the floorplans, building materials (combination of brick and fibercement), and seven elevation plans submitted by the applicant and identified as Exhibit A, attached hereto and made a part hereof. The Director of Community Quality and Planning Services may approve minor modifications to the plans. (b) A landscaping plan shall be developed consistent with Exhibit B, attached hereto and made a part hereof. The Director of Community Quality and Planning Services may approve minor modifications to the plan. (c) The applicant shall obtain approval of dimensional and yard requirements from the Downtown Design committee prior to issuance of any building permits. (d) The applicant and any successor in interest shall comply with all applicable statutes, ordinances and regulations of federal, state and local governments and shall obtain and maintain in effect all required permits. (e) All taxes in connection with the property shall be paid when due. 3. EXPIRATION OF PERMIT: Unless extended as provided under Section 40-115 of the Code of the City of Portsmouth, Virginia (1988), the group housing use permit shall expire for any portion of the approved project for which building permits have not been issued if the applicant fails to apply for all building permits for the entire project within one year of the adoption of this resolution. 4. REVOCATION OF PERMIT: Violation of any of the above conditions may serve ,as grounds for revocation of the permit by the City Council.
