(d) The quantity, quality, utility, size and type of the project's open space and <br />landscaping improvements is sufficient to offset the decreases in dimensional <br />requirements or other deviations from the zoning district in which the project is <br />located; <br /> <br /> (e) The project's internal traffic circulation system is adequate to provide for <br />the convenient and safe movement of vehicles and pedestrians, and the project <br />will not cause surrounding streets and roads to exceed their safe capacities; <br /> <br /> (f) The quantity, quality, utility and type of the project's community and <br />common facilities are sufficient to offset the decreases in dimensional <br />requirements and other deviations from the zoning district in which the project is <br />located; <br /> <br /> (g) The project complies with the standards for approval of a use permit set <br />forth in Section 40-106 of the Code of the City of Portsmouth, Virginia; and <br /> <br /> (h) The project provides parking, building access and pathways for persons <br />with disabilities in accordance with the requirements of the Americans with <br />Disabilities Act. <br /> <br /> 2. That a group housing use permit for seven single-family duplex residential <br />units in the 1100 block of South Street is hereby granted to the applicant, Portsmouth <br />Redevelopment and Housing Authority, Subject to the following terms and conditions: <br /> <br /> (a) The applicant shall construct no more than seven single-family duplex <br />residential units in accordance with the submitted floor plans and elevations, <br />contained in Exhibits A and B, which are attached hereto and made a part hereof. <br />The Director of Community Quality and Planning Services is authorized to <br />approve minor modifications to said plans and elevations. <br /> <br /> (b) A landscaping plan shall be submitted to and approved by the Director of <br />Community Quality and Planning Services prior to the issuance of any building <br />permits. <br /> <br /> (c) The applicant shall obtain a parking exception prior to issuance of any <br />building permits. <br /> <br /> (d) The applicant and any successor in interest shall comply with all applicable <br />statutes, ordinances and regulations of federal, state and local governments and <br />shall obtain and maintain in effect alt required permits. <br /> <br /> <br />
