R-99-55 <br /> <br />A RESOLUTION APPROVING AND ADOPTING AN AMENDMENT TO THE <br />COMPREHENSIVE PLAN FOR THE CITY OF PORTSMOUTH, (CP-99-01) <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, has adopted a <br />Comprehensive Plan, (CP-89-1), for the physical development of the territory within the <br />City; and <br /> <br /> WHEREAS, the Planning Commission, after notice and public hearing, as <br />required by Chapter 22 of Title 15.2 of the Code of Virginia, 1950, as amended, has <br />recommended that Chapter 6 of the Comprehensive Plan be amended by deleting from <br />the "Proposals" section thereof the paragraph titled "Museum" and by removing from <br />Exhibit 6-1 thereof the reference to a proposed museum in the Port Centre Commerce <br />Park area; and <br /> <br /> WHEREAS, the Planning Commission has also recommended the addition of the <br />following Policy to the "Community Facilities" portion of Chapter 6 of the <br />Comprehensive Plan: <br /> <br /> The area of the Port Centre Commerce Park and adjacent <br />properties south of the Crawford Connector and the waterfront area east of <br />First Street are critical economic assets for Portsmouth. The <br />Comprehensive Plan encourages a pattern of uses to be developed in this <br />area to maximize complimentary achievement of the following policy <br />objectives: <br /> <br /> * Broaden the tax base of the City and provide jobs for its <br /> residents with prudent financial commitments by the City; <br /> * Bolster the competitive attractiveness of Downtown <br /> Portsmouth in the regional marketplace; <br /> * Make productive use of the working waterfront as it represents <br /> a finite resource; <br /> * Compliment each other while providing a transition from the <br /> range of downtown activities to industrial activity of the <br /> Norfolk Naval Shipyard. <br /> <br /> To accomplish these policy objectives, it may be necessary to <br />modify the zoning pattern that controls development of this area and to <br />change the infrastructure. It may also be necessary or desirable to enter <br />into various partnerships with private sector interests to ensure the <br />appropriate character of development. Similarly, some development might <br />be undertaken within the public sector. Such steps are deemed to be in the <br />overall interest of the City and should be encouraged. <br /> <br />and <br /> <br /> <br />
