R-99-49 <br /> <br />A RESOLUTION AUTHORIZING AN APPLICATION BY THE CITY OF <br />PORTSMOUTH FOR A COMMONWEALTH OF VIRGINIA DERELICT <br />STRUCTURES REMOVAL GRANT. <br /> <br /> Whereas, the City of Portsmouth, Virginia desires to improve the quality of life <br />for its residents; and <br /> <br /> Whereas, the City recognizes the negative impact that abandoned and derelict <br />buildings have on the immediate surrounding community and the City; and <br /> <br /> Whereas, the City, in Phase One of its Operation Crunch, has declared thirty-six <br />buildings unsafe as regulated under the provisions of the Uniform Statewide Building <br />Code; and <br /> <br /> Whereas, the Commonwealth of Virginia has authorized the creation of the <br />Derelict Structures Removal Grant Program to assist localities in the removal of these <br />blighting influences; and <br /> <br /> Whereas, the City has previously expended over $20,000 for building demolition <br />that would be eligible as "in-kind" match under the Program guidelines; and <br /> <br /> Whereas, the City has committed $100,000 in the current Department of <br />Community Quality and Planning Services budget to demolish additional derelict, <br />abandoned buildings; and <br /> <br /> Whereas, the City desires to submit an application for a $100,000 Derelict <br />Structures Removal grant, the maximum amount potentially available under the Grant <br />Program, <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that the City Manager and his staff be and are authorized and <br />directed to complete the necessary application and submit all necessary forms and <br />materials to apply for a grant to assist in removing as many derelict buildings as possible; <br />and <br /> <br /> BE IT FURTHER RESOLVED that the $100,000 in funds currently in the <br />Department of Community Quality and Planning Services budget for "Weeds, Debris and <br />Demolition" be designated to serve as the required match for the grant. <br /> <br /> <br />
