R-99-4 <br /> <br />A RESOLUTION AUTHORIZING A MEMORANDUM OF INTENT AND A LONG- <br />TERM AGREEMENT WITH THE CITY OF NORFOLK FOR JOINT SHARING OF <br />WATER RESOURCES, <br /> <br /> WHEREAS, Portsmouth and Norfolk ("the Two Cities") are regional water suppliers, <br />joined by a common history, united in a consistency of purpose; and <br /> <br /> WHEREAS, the Two Cities are resolved to improve fiscal strength, competitiveness and <br />opportunities for growth for themselves and the region, for the ultimate purpose of improving the <br />quality of life for their citizens and all citizens of the region; and <br /> <br /> WHEREAS, toward these ends, the Two Cities have established a record of working <br />cooperation on projects of common and regional interest, including: <br /> <br />- the creation of a joint Empowerment Zone application; <br /> <br />- support for critical regional transportation initiatives such as the Third Crossing, <br />expansion of the Midtown Tunnel and development of the Pinners Point Connector, and <br />the creation of a Fourth Terminal for the Virginia Port Authority; <br /> <br />- state compensation for state tax-exempt properties and unfunded state mandates; and <br /> <br />- special events and heritage tourism through the "Trail of Two Cities" program; and <br /> <br /> WHEREAS, the Two Cities have exhibited their sense of regional water responsibility <br />and cooperation through participation in such programs as "HR WET," a regional water <br />conservation effort, the regional well water mitigation program, support for a model watershed <br />management ordinance and recommended changes to state water law; and <br /> <br /> WHEREAS, it is in the common interest of the Two Cities to cooperate in tangible ways <br />to strengthen their public water supply systems for their own benefit and for the region's benefit; <br />and <br /> <br /> WHEREAS, building on the strengths of the Two Cities' regional water systems, a <br />greater joint capacity is created and a greater opportunity for water resource protection is <br />realized; and <br /> <br /> WHEREAS, it is the overall intent of the Two Cities to make water more readily <br />available to sister localities at fair rates so as to create for those localities enhanced opportunities <br />for well-planned growth; and <br /> <br /> WHEREAS, the City Managers of the Two Cities have signed a non-binding <br />Memorandum of Intent, a copy of which is attached hereto, setting forth the principles by which <br />they intend to jointly provide additional treated water to other area localities and water <br />authorities; <br /> <br /> <br />
