· R-99-40 <br /> <br />A RESOLUTION IN SUPPORT OF THE EFFORTS OF UNITED STATES <br />CONGRESSMAN NORMAN SISISKY TO OBTAIN FEDERAL APPROVAL AND <br />FUNDING FOR THE PERMANENT RELOCATION OF ALL WASHINGTON PARK <br />RESIDENTS, DEMOLITION, AND REMEDIATION. <br /> <br /> WHEREAS, Washington Park is a public housing project conStructed by the Portsmouth <br />Redevelopment and Housing Authority ("PRHA") pursuant to requirements of the United States <br />Department of Housing and Urban Development ("HUD") in approximately 1964; and <br /> <br /> WHEREAS, in 1984 the United States Environmental Protection Agency ("EPA") <br />performed initial soil sampling and detected high levels of lead at and near the old Abex lead <br />foundry, which area EPA later declared to be a Superftmd Site; and <br /> <br />WHEREAS, the Abex Superfund Site includes Washington Park; and <br /> <br /> WHEREAS, more than fifteen years after the original EPA observation of lead <br />contamination of this area, and following extensive cleanup efforts either completed or near <br />completion, there have been disturbing recent disclosures by EPA of previously undisclosed lead <br />contamination at Washington Park in areas not previously scheduled for cleanup; and <br /> <br /> WHEREAS, these recent disclosures have caused United States Congressman Norman <br />Sisisky to publicly call for federal approval and funding for the permanent relocation of all <br />Washington Park residents, demolition, and remediation; and <br /> <br /> WHEREAS, the most important and profound responsibility of government is to protect <br />the safety of its citizens; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> That the City Manager and the City Attomey, acting for and on behalf of the City, are <br />hereby authorized and directed to support the efforts of Congressman Sisisky to obtain federal <br />approval and funding for the permanent relocation of all Washington Park residents, demolition, <br />and remediation. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, at a meeting held on July 13, <br />1999 <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
