N. VIRGINIA PUBLIC ASSISTANCE FUND <br /> <br />Operating Expenditures $ 17,383,818 <br />Total Appropriations $ 17,383,818 <br /> <br /> O. EDUCATION <br /> <br />School Operating Fund $106,203,643 <br />Other Funds 22,083,305 <br />Total Appropriations $128,286,948 <br /> <br /> 2. That: <br /> <br /> (a) The appropriations hereby made, except those for debt service and the public <br />schools budget, shall be made available on the approval of the City Manager, who shall report to <br />the City Council quarterly in detail all expenditures made for the preceding quarter. <br /> <br /> (b) The appropriations for debt service shall be made available as same may become <br />due. <br /> <br /> (c) The City Manager is hereby authorized at any time during the fiscal year to effect <br />any consolidation of offices or to make other changes he may deem to be in the interest of the <br />City, provided there is no increase in expense. <br /> <br /> 3. That the Chief Financial Officer is hereby authorized to transfer funds for the purpose <br />of equalization, from any fund in one authorized bank to the same fund in another bank, provided <br />the transfer check is countersigned by the City Treasurer or other designated official. <br /> <br /> 4. That the Chief Financial Officer is hereby authorized to transfer funds, as a temporary <br />loan, from one fund of the City to any other fund of the City, provided the transfer check is <br />countersigned by the City Treasurer or other designated official. <br /> <br /> 5.
