2000-1 <br /> <br />AN ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 40-53 THEREOF <br />PERTAINING TO THE ADMINISTRATIVE APPROVAL OF CERTAIN <br />CERTIFICATES OF APPROPRIATENESS IN HISTORIC DISTRICTS. <br /> <br />BE IT ORDAINED by the Council of the City of Portsmouth. Virginia: <br /> <br /> 1. That Section 40-53 of the Code of the City of Portsmouth, Virginia (1988) <br />be amended and reordained to read as follows: <br /> <br />Sec. 40-53. Application for certificate of appropriateness. <br /> <br /> Application for a certificate of appropriateness to externally repair, maimain, <br />paint, locate, construct, reconstruct, alter or demolish a building, structure or any other <br />improvement in the historic district shall be made to the secretary of the commission of <br />architectural review or the secretary's designee in writing by the owner of such building, <br />structure or property. <br /> <br /> None of the acts may be carried out without a certificate of appropriateness. <br />The application for a certificate of appropriateness shall be accompanied by plans and <br />specifications of the part or parts of the building, structure or other improvement which <br />are or will be subject to public view from a public street, public way or public place. <br />Such plans and specifications shall show the proposed exterior architectural features of <br />such building, structure or improvement which shall include, but shall not necessarily be <br />limited to, the general design, arrangement, texture, materials, planting and color <br />proposed to be used in the external repair, maintenance, painting, location, construction, <br />reconstruction or alteration of the building, structure or improvement and the type of <br />windows, exterior doors, lights, landscaping, parking signs and other exterior fixtures and <br />appurtenances which will be subject to public view fi:om a public way or other public <br />place. <br /> <br /> The secretary of the commission of architectural review may issue in accord with <br />the provisions of this chapter certain certificates of appropriateness. The secretary's <br />failure to issue such certificate within thirty (30) days shall forward the application to the <br />commission of architectural review. A written report shall accompany any such <br />applicatiom The commission of architectural review may issue a certificate of <br />appropriateness. <br /> <br /> The secretary shall, in writing, report to the commission of architectural review at <br />each regular meeting on all certificates so issued. The secretary of the commission of <br />architectural review may approve the following items (when colors, materials, types and <br />designs conform with those defined by the commission of architectural review): <br /> <br />(a) Paint colors; <br />(b) Exterior doors; <br />(c) Windows; <br /> <br /> <br />
