(a) shall not be required for the operation of any motor vehicle with a normal <br />seating capacity of not more than six adult persons including the driver while used <br />not for profit in transporting persons who, as a common undertaking, bear or <br />agree to bear all or a part of the actual costs of such operation, or while used by a <br />lessee renting or hiring such vehicle for a period of twelve months or longer under <br />a written lease or agreement. Every such motor vehicle shall be treated as a <br />private passenger car for which the annual license fee shall be as prescribed in <br />subparagraph (a)(1). <br /> <br />See. 22-75, Same--Weights used in computation. <br /> <br /> In computing the license fees required by section 22-74 to be based upon the <br />weight of the vehicle, the manufacturer's shipping weight or scale weight shall be used. <br /> <br />Sec. 22-76. Same--Burden of proof. <br /> <br /> The applicant for the licensing of a motor vehicle, trailer or semitrailer designed <br />and used for the transportation of passengers upon the streets of the city, the fee upon <br />which isset out in section 22-74, shall bear the burden of proof that the vehicle for which <br />licensing is sought is entitled by weight, design and use to be licensed at the rate <br />contended for by the applicant to the commissioner of the revenue or to his authorized <br />agent. <br /> <br />Sec. 22-77. Fees for vehicles not displaying current license, decals or stickers. <br /> <br /> The annual registration fee for motor vehicles not displaying current license, <br />decals or stickers shall be ($100.00). This fee shall not apply to those individuals <br />exempted from the requirements of displaying such license plates,decals or stickers under <br />the provisions of the Code of Virgirda or to those motor vehicles in a public dump, in an <br />automobile graveyard, as defined in section 33.1-348 of the Code of Virginia, or in the <br />possession ora licensed junk dealer or licensed motor vehicle dealer. This fee shall, in <br />addition, not apply to any vehicle which is stored on private property for a period not in <br />excess of sixty days for the purpose of removing parts for the repair of another vehicle. <br />This fee shall also not apply to any vehicle being held or stored by or at the direction of <br />any governmental authority, to any vehicle owned by a member of the armed forces on <br />active duty, or to any vehicle regularly stored within a structure. <br /> <br />Sec. 22-78. License fee for vehicles not designed or used for transportation of <br />passengers. <br /> <br /> Except as otherwise provided, the license fee to be paid by the owner of a motor <br />vehicle not designed and used for the transportation of passengers shall be an amount to <br />be determined by the gross weight of the vehicle, or combination of vehicles of which it <br />is a part, when loaded to the maximum capacity for which it is registered and licensed, <br />according to the schedule of taxes herein set forth.
