(1) Industrial, institutional, commercial, governmental, wholesale and all <br />other non-residential customers shall be allotted a percentage reduction based on that <br />customer s average monthly and/or bimonthly previous calendar year s consumption. <br /> <br /> (2) Individual residential customers shall be limited to a specified volume or <br />percentage reduction of water bimonthly. <br /> <br /> If the allotted monthly and/or bimonthly water usage is exceeded, the customer <br />shall be charged ten dollars for every one hundred cubic feet of water consumed above <br />the allotted volume. Where prior consumption data is not available, the City Manager <br />shall estimate allocations based upon the data available from similar activities of equal <br />intensity. <br /> <br /> (d) Condition 4: When crucial supplies of water are available, the City <br />Manager shall restrict the use of water to purposes that are absolutely essential to life, <br />health and safety. <br /> <br /> The determination of Conditions 2, 3 and 4 by the City Manager shall be <br />.accompanied by a written report that shall set out the criteria utilized and data relied upon <br />in making such determination. Each report shall be promptly filed with the City Clerk <br />who shall make the same available for public inspection. The City Clerk shall forthwith <br />transmit a copy of each report to the City Council. <br /> <br /> 5. That any person who shall violate any provision of this ordinance, or any <br />of the conservation regulations promulgated by the City Manager pursuant thereto, shall, <br />upon conviction thereof, in addition to additional charges and/or other actions set forth <br />herein, be fined not more than $500. Each act or each day's continuation ora violation <br />shall be considered a separate offense. <br /> <br /> In addition to the foregoing, the City Manager may suspend water service to any <br />person violating the provisions of this ordinance or the regulations promulgated <br />hereunder. If such water service is terminated, the person shall pay a reconnection fee of <br />$50 before service will be restored. <br /> <br /> 6. That the City Manager shall notify the Council when the resource shortage <br />is over and the emergency situation no longer exists. <br /> <br />7.
