including capacity to offset impervious surfaces to be constructed in the landward <br />50' of the Resource Protection Area by the Director of Public Works. <br /> <br />(f) The applicant shall preserve and protect existing trees in the Resource <br />Protection Area (RPA) and shall adhere to the requirements for Resource <br />Protection Areas outlined in Sections 9.t -10 and 11 of the City Code (Chesapeake <br />Bay Preservation Area Overlay Ordinances. <br /> <br />(g) The developer shall provide street lighting along the roadways and in all <br />parking areas in accordance with Illumination Engineering Standards for <br />roadways. A lighting plan for the development shall be approved by the Director <br />of Public Works prior to the issuance of building permits. <br /> <br />(h) The applicant shall be responsible for the design and construction of water <br />and sewer lines to City specifications in City-approved easements. Plans and <br />actual construction must be approved by the Director of Public Utilities prior to <br />the acceptance of such utilities by the City of Portsmouth. <br /> <br />(i) The developer shall secure the approval of the roadway and parking area <br />construction specifications by the Director of Public Works. <br /> <br />(j) The developer shall be responsible for making necessary arrangements <br />through private service or the City of Portsmouth to provide trash and bulk waste <br />pick-up services to the development. <br /> <br />(k) The condominium association shall be responsible for maintaining the <br />roadways, the street lighting, the BMPs and all recreation and common areas <br />within the development site. <br /> <br />(1) Any revisions to the site plan, landscaping plan, or elevations made <br />through the Group Housing Use Permit process and chnnges necessitated by <br />technical reviews of the detailed engineering plans must be submitted to the <br />Director of Community Quality and Planning Services for approval prior to the <br />issuance of building permits. <br /> <br />(m) Continuous unimpeded access to the privately owned parcels for private <br />vehicles, service vehicles and public safety vehicles must be maintained at all <br />times during the site development and building construction process. <br /> <br />(n) Signs prohibiting parallel parking along the interior roadways shall be <br />posted prior to issuance of any Certificate of Use and Occupancy. <br /> <br />(o) The developer shall improve the private park area shown in the southeast <br />corner of the preliminary site plan as follows: one 15' x 20' roofed picnic shelter <br />with a concrete floor, six picnic tables, two permanently fixed charcoal grills, and <br />two permanently fixed trash receptacles, <br /> <br /> <br />
