granted, the City Manager shall recemmend to City Council such official actions as may <br />be needed to obtain and to appropriate the funds needed to fulfill the City Financial <br />Duties. If the City Manager declines to give the approvals, or either of them, he shall so <br />notify PRHA in writing, and this instrument shall be deemed terminated, with the parties <br />released from any obligations expressly or implicitly imposed hereby. <br /> <br /> 3.7. No legislative obligation.
