R-00-28 A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN DISASTER RECOVERY INITIATIVE FUNDING TO BE USED FOR DRAINAGE IMPROVEMENTS IN HIGHLAND BILTMORE. WHEREAS, the U. S. Department of Housing and Urban Development, through the Virginia Department of Housing and Community Development, has made available funds to aid localities in recovery efforts associated with Hmricane Bonnie; and WHEREAS, the Council of the City of Portsmouth, Virginia desires to apply for such funding; and WHEREAS, the funding wilI be used for Highland Biltmore Improvements, which will consist of drainage improvements in this low and moderate income neighborhood; and WHEREAS, the grant funding requested is $375,000 and the city will provide a match of $93,750 from funds previously appropriated in the 2000-2001 Capital Improvement Plan; and WHEREAS, the citizen participation requirements of this grant have been met by holding a public hearing on the proposed project on May 23, 2000; and WHEREAS, the public hearing held on May 23, 2000 is in addition to the city's general Community Development Block Grant Public Hearing; NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, that this project application has been reviewed and considered, and is hereby approved in all respects, and the City Manager is hereby authorized to file the necessary documents and any additional information as may be required with the Virginia Department of Housing and Community Development. BE IT FURTHER RESOLVED, that the City Manager is designated as the certifying officer and authorized representative of the City of Portsmouth, Virginia, and he shall provide assurances as required of the city for the approval of this application.
