R-00-5a A RESOLUTION AUTHORIZING AN APPLICATION BY THE CITY OF PORTSMOUTH FOR A COMMONWEALTH OF VIRGINIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT GRANT FOR IMPROVEMENTS AT THE PORTSMOUTH CORPORATE CENTER. WHEREAS, in order to proceed with the development of the Portsmouth Corporate Center located in the City's Empowerment and Enterprise Zones, the City of Portsmouth, Virginia, must make certain public improvements to the site, including the construction of an entrance road and the installation of related infrastructure, such as water and sewer line extensions and storm water management controls; and WHEREAS, the City of Portsmouth desires to apply to the Commonwealth of Virginia Department of Housing and Community Development for a Virginia Industrial Site Development Fund grant in the amount of $1,375,000 to assist in the costs 0f said improvements; and WHEREAS, the required 25% local cash match for the grant has already been expended by the City of Portsmouth as part of the actual site acquisition costs of $6,424,000 incurred by the City since January 1, 1998; and WHEREAS, the Portsmouth Corporate Center project is a single- jurisdiction project, and the City of Portsmouth will act as program administrator. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to file an application for a Virginia Industrial Site Development Fund grant in the amount of $1,375,000 for Portsmouth Corporate Center public improvements and to submit all information necessary to apply for such funding and to meet all other program administrative and reporting requirements.
