That the use permit is approved subject to the following conditions which shall be <br />observed by the applicants and any successor in interest: <br /> <br />(a) A site plan showing parking, landscaping, and location for garbage storage <br />and collection must be submitted and approved by the Planning <br />Department prior to obtaining building permits. <br /> <br />(b) The Commission of Architectural Review must approve all proposed <br />exterior alterations to the church before any site work can begin. <br /> <br />(c) The proposed project shall not encroach into the city right-of-way and <br />shall provide the City with a survey confirming the non-encroachment <br />prior to applying for or obtaining a building-permit. <br /> <br />(d) The applicant shall comply with all applicable codes, ordinances, and <br />regulations of federal, state, and local governments and shall obtain and <br />maintain in effect all required licenses and permits. <br /> <br /> 4.
