RESOLUTIONS 1977 <br /> <br />77-1. Resolution granting a storm drainage revocable permit to the developer of a subdivision in the <br /> City of Suffolk; expressing concern over pollution of a water reservoir; requesting city of Suffolk <br /> to adopt controls which will preserve the quality of water supplies; and directing the Clerk to <br /> forward this resolution to the Mayor of City of Suffolk and the State Water Control Board <br /> <br />77-2. Resolution authorizing the City Manager to advertise and receive bids for ambulance service <br /> franchise for City of Portsmouth, May 1, 1977 through April 30, 1978 <br /> <br />77-3. Resolution expressing consent of Council to vacation of that certain subdivision plat entitled "Plat <br /> Showing Survey of Disposition Parcels 72 and 73, for Mt. Hermon Conservation and <br /> Redevelopment Project Va. R-69, Portsmouth, Virginia, pursuant to Section 15.1-481, Code of <br /> Virginia, 1950, as amended <br /> <br />77-4. Resolution authorizing the State Highway and Transportation Commissioner to acquire fight of <br /> way for construction of the Western Freeway Extension from Midtown Tunnel to Western Branch <br /> of the Elizabeth River; authorizing to reimburse the State Highway Department for fifteen percent <br /> (15%) of all costs incurred <br /> <br />77-6. Resolution endorsing the Keep America Beautiful Incorporated program and authorizing the City <br /> Manager to submit an official application so that the City of Portsmouth might be selected as a <br /> participant in such program <br /> <br />77-7. Resolution requesting the Portsmouth representatives to the General Assembly to support a one <br /> percent (1%) increase in the sales tax, such funds to be distributed to local governments <br /> <br />77-8. Resolution authorizing Portsmouth School Board to make application to the State for a State <br /> Literary Loan in the amount of $1,200,000 toward construction costs on the James Hurst <br /> Elementary School <br /> <br />77-9. Resolution granting approval for a Group Housing Project pursuant to Section 40-55 of Code of <br /> City of Portsmouth, 1973, as amended, such project being known as "Southside 1, Housing of Last <br /> Resort" and designated as GHP-77-1 <br /> <br />77-10. Resolution approving Amendment No. 1 to the Conservation and Redevelopment Plan for the <br /> Effingham Project, VA. R-72 <br /> <br />77-11. Resolution authorizing the School Board of City of Portsmouth to borrow $109,369.00 pursuant to <br /> Section 22-120, Code of Virginia of 1950, as amended, for the purpose of installing an Energy <br /> Conservation System <br /> <br />77-12. Resolution authorizing the City Manager and City Clerk to sign a Development Agreement and <br /> other legal documents pertinent to the Radnor/Barge Proposal <br /> <br />77-13. Resolution approving Amendment No. 9 to the Redevelopment Plan for the Crawford Urban <br /> Renewal Project, VA. R-53 <br /> <br />77-14. Resolution expressing objection of Council to the petition of Southern Railroad, Seaboard <br /> Coastline Railroad, Norfolk and Western Railway and Norfolk-Franklin and Danville Railroad for <br /> an increase in freight rates on various types of aggregate including sand, crushed stone and gravel <br /> <br />77-15. Resolution approving an Easement Agreement with Seaboard Coast Line Railroad Company in <br /> conjunction with improvements to the intersection of Airline and Victory Boulevard; authorizing <br /> the City Manager and City Clerk to execute such documents as may be necessary to complete such <br /> agreement <br /> <br />77-16. Resolution approving a License Agreement between the City of Portsmouth and Seaboard <br /> Coastline Railroad Company for construction and maintenance of a private access road across the <br /> main line of said railroad; authorizing the City Manager to enter into said License Agreement <br /> <br />77-17. Resolution ratifying the authorization previously made for the City to apply to the Environmental <br /> Protection Agency for Federal funds to construct waste water treatment facilities; authorizing the <br /> City Manager and Director of Public Utilities to do whatever is necessary to apply for such grant <br /> <br />77-18. Resolution granting approval for Group Housing Project pursuant to Section 40-55 of Code of <br /> City of Portsmouth, such project being known as "Effingham Project, Elderly and Handicapped <br /> Housing" and designated as GHP-77-2 <br /> <br /> <br />
