RESOLUTIONS 1977 77-1. Resolution granting a storm drainage revocable permit to the developer of a subdivision in the City of Suffolk; expressing concern over pollution of a water reservoir; requesting city of Suffolk to adopt controls which will preserve the quality of water supplies; and directing the Clerk to forward this resolution to the Mayor of City of Suffolk and the State Water Control Board 77-2. Resolution authorizing the City Manager to advertise and receive bids for ambulance service franchise for City of Portsmouth, May 1, 1977 through April 30, 1978 77-3. Resolution expressing consent of Council to vacation of that certain subdivision plat entitled "Plat Showing Survey of Disposition Parcels 72 and 73, for Mt. Hermon Conservation and Redevelopment Project Va. R-69, Portsmouth, Virginia, pursuant to Section 15.1-481, Code of Virginia, 1950, as amended 77-4. Resolution appointing viewers for closing the following street: A portion of Freedom Avenue located between Cavalier Boulevard on the West and Viking Street on the East (S-77-1) 77-5. Resolution authorizing the State Highway and Transportation Commissioner to acquire fight of way for construction of the Western Freeway Extension from Midtown Tunnel to Western Branch of the Elizabeth River; authorizing to reimburse the State Highway Department for fifteen percent (15%) of all costs incurred 77-6. Resolution endorsing the Keep America Beautiful Incorporated program and authorizing the City Manager to submit an official application so that the City of Portsmouth might be selected as a participant in such program 77-7. Resolution requesting the Portsmouth representatives to the General Assembly to support a one percent (1%) increase in the sales tax, such funds to be distributed to local governments 77-8. Resolution authorizing Portsmouth School Board to make application to the State for a State Literary Loan in the amount of $1,200,000 toward construction costs on the James Hurst Elementary School 77-9. Resolution granting approval for a Group Housing Project pursuant to Section 40-55 of Code of City of Portsmouth, 1973, as amended, such project being known as "Southside 1, Housing of Last Resort" and designated as GHP-77-1 77-10. Resolution approving Amendment No. 1 to the Conservation and Redevelopment Plan for the Effingham Project, VA. R-72 77-11. Resolution authorizing the School Board of City of Portsmouth to borrow $109,369.00 pursuant to Section 22-120, Code of Virginia of 1950, as amended, for the purpose of installing an Energy Conservation System 77-12. Resolution authorizing the City Manager and City Clerk to sign a Development Agreement and other legal documents pertinent to the Radnor/Barge Proposal 77-13. Resolution approving Amendment No. 9 to the Redevelopment Plan for the Crawford Urban Renewal Project, VA. R-53 77-14. Resolution expressing objection of Council to the petition of Southern Railroad, Seaboard Coastline Railroad, Norfolk and Western Railway and Norfolk-Franklin and Danville Railroad for an increase in freight rates on various types of aggregate including sand, crushed stone and gravel 77-15. Resolution approving an Easement Agreement with Seaboard Coast Line Railroad Company in conjunction with improvements to the intersection of Airline and Victory Boulevard; authorizing the City Manager and City Clerk to execute such documents as may be necessary to complete such agreement 77-16. Resolution approving a License Agreement between the City of Portsmouth and Seaboard Coastline Railroad Company for construction and maintenance of a private access road across the main line of said railroad; authorizing the City Manager to enter into said License Agreement 77-17. Resolution ratifying the authorization previously made for the City to apply to the Environmental Protection Agency for Federal funds to construct waste water treatment facilities; authorizing the City Manager and Director of Public Utilities to do whatever is necessary to apply for such grant 77-18. Resolution granting approval for Group Housing Project pursuant to Section 40-55 of Code of City of Portsmouth, such project being known as "Effingham Project, Elderly and Handicapped Housing" and designated as GHP-77-2
